"Water in Mexico City"
Owase is surrounded by mountains and faces the ocean. It is mainly made up of small narrow streets. In this particular situation, the Japanese city is subject to a major risk of tsunami. The project is developing three evacuation strategies depending on the risk intervals. At high risk, responds an urban temple organizing the heightening of the inhabitants. Medium risk offers a safe haven and low risk offers a market as a fallback. Evacuation is categorized according to risk and makes it possible to envisage a renewed urban organization along axes, landmark sites and refuges which are also the site of other uses.
