"Living with your feet in the water: accepting a non-vulnerable water level as the basis of a new architecture"
Ho Chi Minh City, formerly Saigon, is located in southern Vietnam, less than 50 km from the South Sea. The territory is flat and meandering (60% of the city is located between 0 and 2 meters above sea level). The water of the river overflows and submerges a large part of the city about fifty centimeters high. Everyone lives with it. Threatening this balance, developers project a city with impermeable soil onto the city’s last “sponge”: an agricultural meander. What project to propose on these lands today dedicated to construction although they are essential for the regulation and passage of the river in flood?
